Observers as well as a significant number of officials have reported about continuing issues with compliance with rules governing the proper wearing of the uniforms, particularly the rolling out of the waistbands of the uniform shorts. Rule 3-3-5 gives the official the power to send non-complying players to the bench. Sending an non-complying player to the bench usually results in excellent compliance by all players subsequent to this.
A 5-second, closely-guarded count is required when a ball handler is being guarded by a defender who is within 6 feet, “toe to toe.” Observers are reporting that a significant number of officials are not starting a count when this occurs, are slow starting such a count or appear to be requiring the defender to be closer than 6 feet. There are a number of visual references on the court of 6 feet. These include the distance from the top of the key to the middle of the free throw line as shown below. Failing to start the count at the right time and distance puts the defense at a disadvantage not intended by the rules.
A significant number of assistant coaches have been observed standing and coaching their players during games. This is NOT permitted under the rules. Use the new warning rule (4-48) if they do not comply. Officials who have used the warning rule have reported excellent results. Remember there is only one bench warning per team per game.

In a three person crew, one should look for reasons to rotate. Find the key matchup(s). Ensure strong side officiating. Get Lead and Trail on ball side. Let your feet follow your eyes. Keep active feet – move for open angles.
