Eye Contact – It is important for the administering official (free throw or throw-in) to “scan the floor” before putting the ball in play.  Glance at the table to see if subs are waiting.  Make eye contact with your partner(s) to ensure that they are ready.  Multiple reports have been received about officials putting the ball in play while a partner was attending to issues at the table or attending to some other matter.  This has also happened multiple times while a substitution process was underway.  In most of these cases the official handling the substitution had his/her hand up indicating that resumption of play was not ready.  Please be more diligent about making eye contact in all these situations.

Behavior Warnings (Rule 4-48) – The following protocol is to be followed regarding the administration of behavior warnings or out of coaching box warnings under the new rule (4-48).   The ruling official should make it clear what the warning is for and have it recorded in the scorebook.  This includes notifying his/her partners about the nature of the warning.  That official should then go to the opposite side of the court and a partner should take his/her place on table side.  Hopefully going to the opposite side of the court will reduce the level of confrontation during such activities.

Tip of the Week

Loose Ball Contact – When the ball gets loose and rolling on the floor, players are coached to “Dive On the Ball!” So the players dive on the ball, dive at the ball, and dive on each other. Be reminded that, “contact that occurs when the ball is loose” must be officiated the same as if the ball was not loose. Just because the ball is loose, does not entitle players to illegally contact an opponent by bumping, pushing, holding or piling on.

The basket should not have been counted. In NFHS rules this is NOT basket interference. It sounds like it could have been a technical foul for slapping the backboard. Good play. I will use it is in a few weeks on Hoops Rules.
